Upgrade configuration database data format to the current runtime version.

The following steps does not apply to the DPOD cell members.

Before applying the upgrade to 1.0.19.0 apply the following command: 

echo "disconnect;connect 'jdbc:derby://localhost:1527/montier;shutdown=true';connect 'jdbc:derby://localhost:1527/montier;upgrade=true';" | ij
